Our preliminary assessment of dewatering in this area has indicated that pumping <br /> groundwater from dewatering wells located on the south side of Grant Line Road has a <br /> high potential reversing the natural groundwater gradient and drawing hydrocarbon- <br /> containing groundwater across the roadway. The movement of groundwater in this <br /> direction, even for a short period of time has the potential for complicating our planned <br /> remediation efforts and strategy. <br /> Since we do not want to delay the plans the City has for construction in this area, <br /> Chevron would like to work with the City to both alleviate your concerns related to <br /> encountering hydrocarbon-containing soil and groundwater and our concerns related to <br /> movement of the_groundwater. To do this, Chevron proposes concurrent dewatering on <br /> the north side of the roadway while the City conducts it dewatering, excavation, and <br /> construction on the south side of the roadway. Chevron will assume the costs of its <br /> activities on the north side of the road. <br /> In order to make this work successful Chevron requests that the City: <br /> 1) specify in the bid award letter that its contractor must work with Chevron <br /> when planning these activities; and, <br /> 2) permit and supply Chevron access to the Publicly-Owned Treatment Works <br /> (POTW) to dispose of the extracted groundwater (subject to the appropriate <br /> regulations). <br />
