AND GRANT LINE ROAD, TRACY <br /> On 6 November 1989 we received a complaint from the San Joaquin Co. Health Department <br /> regarding a petroleum product contamination of shallow ground water near the intersection <br /> of Tracy Blvd. and Grant Line Road in Tracy. Apparently PGE was tapping into a,natural gas <br /> main and fumes were detected and product was noted on the surface of the standing water <br /> within their trench. Work has been discontinued for fear of ignition. <br /> I talked to a Mr. Mike Long of PGE on 8 November regarding this incident. I explained to <br /> him that we were working on the Chevron Pipeline Co. pipeline spill at Corral Hollow Road <br /> and Grant Line Road (Tracy Orchard Project) . He said their incidence was approximately 1 <br /> mile east of the Chevron spill . Water samples were taken and I informed him that they should <br /> be analyzed for BTEX and TPH. I asked him to send us copies of the analyses and a site <br /> location map. He agreed. <br /> PGE is reluctant to continue work at this location and wish to fill in the trench. I told <br /> him we would have no problem with this. He also inquired if it would be ok to continue <br /> working if they dewater the trench and dispose of the water as a hazardous waste. I again <br /> told him that it would be ok. He also said that he had talked with the City of Tracy and <br /> that they may be able to dispose of the water at their treatment plant. I informed him that <br /> if they need to finish the job at this site, and that if dewatering would be necessary, that <br /> we would work with PGE, and the county, in arriving at a suitable disposal location for the <br /> extracted water. <br /> The analyses is on a 48 hour turnaround so I anticipate getting the results early next week. <br /> Depending on the results and PGE plans to continue work I will assist PGE, in cooperation <br /> with the county, in a short-term solution to this problem. However, the long-term <br /> implications will have to be addressed. It is possible that the Chevron Pipeline Co. spill <br /> one mile to the west is the cause of this contamination: Product could have migrated within <br /> the backfill towards Tracy Blvd. In addition it is possible that there is a leak in the line <br /> at or near Tracy Blvd. However, there are two underground tank sites in the vicinity. <br /> Once the results are in and the short-term problem with the gas line tap is resolved, it may <br /> be necessary to meet with the county to discuss the assessment of the site and the <br /> identification of potentially responsible parties. It's likely that Chevron may be asked, <br /> by us, to investigate this incident either in conjunction with the Tracy Orchard project, <br /> or as a separate spill/leak. <br /> V <br />
