The damage resulted from puncturing the Chevron line during <br /> drilling of a dewatering well at the said project. The pipeline damage caused <br /> an estimated 36,000 gallons of Chevron Premium Unleaded gasoline to be dis- <br /> charged to the sewage treatment plant, sewer pipes and pump stations, a 12-foot <br /> deep construction pit into ground water, and also to surrounding land. A <br /> substantial amount of the gasoline was recovered by Chevron from a sewage pump <br /> station. Chevron has also removed a portion of the contaminated soils and ground <br /> water at the spill site. They are currently proceeding with installation of <br /> ground water monitoring wells and an extraction/treatment system to cleanup the <br /> contaminated ground water. <br /> During our subsequent 27 April site inspection we observed continued con- <br /> struction of dewatering wells. Two dewatering wells adjacent to the spill were <br /> being pumped which discharged ground water onto previously uncontaminated land. <br /> Judging from the proximity of the wells to the spill and the odor of the water <br /> it was apparent this water was contaminated with gasoline. Antonia Vorster of <br /> this office made verbal and written requests to Gene Pedrioli of Pacific Asphalt <br /> to cease pumping of these wells so as to minimize migration of contaminated <br /> ground water and the impact of the spill. Mr. Pedrioli refused the Regional <br /> Board' s requests and did not discontinue pumping of contaminated ground water <br /> until ordered so by Ken Hanigan from the City of Tracy's Building Department. A <br /> copy of Ms. Vorster's handwritten request and the lab report confirming the <br /> ground water contamination are enclosed. <br /> Cleanup of ground water and soil contamination resulting from this pipeline <br /> incident and any subsequent contamination that may have occurred due to <br /> dewatering is being considered by the Regional Board as the responsibility of <br /> you and your contractors (California Water Code, Section 13304). <br /> If you have aW questions regarding this matter, please call David Brent at <br /> (91 ) 361-5667 <br /> /1�1_1V <br /> ANTO A K.
