The report states that 31 samples were taken randomly over the 3,665- <br /> acre Specific Plan area, analyzed for pesticides, and that the results indicate all chemicals <br /> detected were below their respective Preliminary Remediation Goals. The sample density of <br /> one sample per 118 acres may not be adequate to determine whether residual pesticides <br /> present a threat to public health. The DEIR also does not discuss where storage, mixing, <br /> rinsing and disposal of pesticides may have occurred and whether contamination exists. In <br /> addition, it does not indicate whether any sampling was performed to identify other possible <br /> contaminants of concern associated with the tanks, drums, colored-powders and discolored <br /> soil. Because the Phase I and II Environmental Site Assessments were not included as <br /> appendices to the report, DTSC is unable to determine whether site conditions may exist <br /> which present a threat to human health of the environment. <br /> DTSC recommends that additional research and sampling be conducted prior to <br /> construction to address the concerns identified above.
