<br /> We have received and reviewed the 5ubiect proposal and report accompanying your "' •
<br /> 'letter of 29 September 1987, Enclosed is a memorandum regarding the proposal .
<br /> Two primary issueswere raised in your 29 September letter: ideitification of a
<br /> "lead" agency and the need or timing for tank removal .
<br /> The underground tank. regulations (Title 23, California Administrative Code)
<br /> clearly indicate that the local county authority, in this case the San Joaquin
<br /> Local Health District, % as primary responsibility for impla;menting the underground
<br /> sank program, but d,; not prevent the Regional Boards from taking independent
<br /> actions to protect ,,•, r quality, The regulations also clearly state that the a
<br /> local authority a ,� ,uest 'technical, support from the Regional 2oards for water
<br /> quality issues in, - ng underground tanks. Accordingly, the San Joaquin Local
