In response to the EHD letter dated 19 February 2015 recommending
installation of six borings to test several possibilities , CRA now proposes to advance three
shallow soil borings (B-1 , B-2 and B-3) to depths of first groundwater [approximately six feet
below surface grade (bsg)] to collect soil samples for laboratory analysis to address issues
outlined in the 19 February 2015 EHD letter and the original Site Assessment Work Plan (WP)
dated 22 December 2014. Details for advancing the borings are provided in WP.
Although the EHD believes it to be more cost efficient to advance six borings to six feet bsg and
collect data to address several issues as outlined in the 19 February 2015 EHD letter, the three
proposed borings by CRA in WPA will provide data on the possible contamination 'fairway' and
perhaps provide evidence of natural attenuation from B-1 . To move the project forward , the
EHD approves the three proposed borings , but notes that others may eventually be needed.
For your information, the EHD will not enter into a Local Oversight Program (LOP) contract with
the State Water Resources Control Board for the next fiscal year (2015-2016) . As of 01 July
2015, the EHD will no longer be the lead agency for LOP sites. The END will continue to issue
the permits for monitoring well and soil boring installations and destruction of all wells and
borings at these sites. The EHD will be handing all active LOP cases over to Central Valley
Regional Water Quality Control Board (CVRWQCB) to provide oversight and eventual closures
of these cleanup cases.
The contacts for your site at CVRWQCB will initially be:
Cori Condon at (916) 464-4619 or ccondon(LDwaterboards. ca .gov,
Jim Barton at (916) 464-4615 or jim . barton D@waterboards. ca . gov, and
Vera Fisher at (916) 4644792 or vera.fischerawaterboards. ca.gov.
