In an EHD letter dated March 26, 2009, <br /> you were directed to submit a work plan (WP) to evaluate the soil vapor intrusion potential at the site. <br /> The WP was submitted to the EHD on May 4, 2009, and was approved by the EHD on July 3 , 2009. <br /> An EHD well pen-nit was issued on October 1 , 2009, and 4 soil vapor wells were installed on-site. The <br /> soil vapor sampling was conducted on October 9, 2009, and a Soil Vapor Survey Report, dated <br /> Deceanilzer 21_,2W% was submitted to the EHD for review. <br /> The EHD reviewed Soil Vapor Survey Report and recommended that another round of sampling be <br /> performed from the 4 vapor wells to confirm the high contaminant concentrations in soil gas results <br /> from the first round. On July 6, 2010, the confirmation samples were collected. The 3'd and 4`r' <br /> Quarters 2010 Groundwater Monitoring and Soil Vapor Sampling Report , dated January 6, 2011 , was <br /> submitted and the sampling results confirmed the high concentrations detected during the first round of <br /> sampling. Maximum soil vapor concentrations from well VP- 1 for total petroleum hydrocarbons as <br /> gasoline (TPH-gas) were 120,000,000 micrograms per cubic meter (}tg/M), benzene was 26,000 <br /> [IdW ; and ethylbenzene was 6,700 ltW . The TPH-gas, benzene, and ethylbenzene all exceeded the <br /> environmental screening levels (ESLs) for commercial and industrial land use published in Screening <br /> for Environmental Concerns at Sites with Contaminated Soil and Groundwater, California Regional <br /> Water Quality Control Board, San Francisco Bay Region, Interim Final-November 2007 (Revised May <br /> 2000, <br /> Since 2009, the EHD has met and discussed this site several times with the Central Valley Regional <br /> Water Quality Control Broad (CVRWQCB) . The CVRWQCB has expressed concern regarding the <br /> residual soil and vapor contamuiant concentrations at this site. The CVRWQCB has recommended <br /> that a contaminated soil management plan be put in place for this site for any development activities <br /> that may occur. Please submit a. WP to the EHD by August 1 , 2013 , to further evaluate and mitigate <br /> the residual vapor concentrations in soil at the site that have been documented and reported. <br />
