PROGRAM COORDINATORS <br /> Robert McClellon,REHS <br /> Jeff Carruesco, REHS, RDI <br /> Willy Ng, REHS <br /> Muniappa Naidu, REHS <br /> Michael Kith,REHS <br /> Melissa Nissim, REHS <br /> January 3, 2019 <br /> Javier Leon <br /> 484 Pestana Ave <br /> Manteca, CA 95336 <br /> RE: Soil Suitability/Nitrate Loading Study <br /> 228 Klo Rd, Lathrop <br /> APN 191-24-018, SR0081371 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br /> Loading (SSNL) Study, dated October 23, 2019, submitted on November 5, 2019, for the above noted <br /> location, and has the following comments for your consideration. <br /> The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment <br /> system (OWTS) usage and the potential impact of nitrate to groundwater for the proposed project <br /> development. The proposed development project includes: <br /> 1. A 1,620 square foot two bed-room residence. <br /> 2. The OWTS usage with waste water of 280 gallons a day from existing residence and 280 gallons a <br /> day from proposed two bedroom residence totaling in 456 gallons a day. <br /> The estimated nitrate loading from this existing and proposed usage shows a potential for nitrate impact to <br /> groundwater above water quality objectives. According to SSNL Study, the estimated nitrate loading from this <br /> existing and proposed OWTS usage is 14.96 mg/L-N; it is above the water quality objective of 10 mg/L-N. <br /> Based on the information provided, the EHD can make the following findings. <br /> 1. The SSNL Study supports the suitability for OWTS usage with the following conditions: <br /> a. The potential impact of the nitrate to ground water shall be mitigated. OWTS shall utilize <br /> supplemental treatment and meet performance requirements in Section 10.9 of Regional Water <br /> Quality Control Board OWTS policy (Boards Policy). <br /> b. A Registered Civil Engineer shall submit complete engineering design plan to EHD for approval <br /> prior to issuance of building permit. Fee will be based on the current fee schedule at time of <br /> payment. <br /> c. Percolation test conducted at the site percolates at the rate of 20.83 minute per inch. The OWTS <br /> shall have a minimum distance of 8 feet from bottom of dispersal system to groundwater. <br /> d. Annual permit is required. Fee for annual operating permit is due at time of OWTS permit <br /> application. <br /> e. To monitor the effectiveness of the supplemental treatment system, quarterly sampling of the <br /> effluent and under leach field is required. The first sampling shall be done six (6) months after the <br /> OWTS installation. Sampling results shall be submitted to EHD for review.
