January 25 , 1991
Mr. Steve Schneider
San Joaquin County Public Health Services
P.O.Box 2009
( 1601 East Hazalton Avenue'
Stockton, CA 95201
RECEAVED
(209 ) 468 3400
FES 5 1991
Re: 275 Soil Excavation
ENVIRONMENTAL HEALTH
Dear Mr. Schneider:
This letter addresses the 5 items mentioned in the PHS/EHD
letter to Mr. Joe Mell dated 1/8/91. Additional investigative work
is proposed in order to determine the final horizontal and vertical
extent of the hydrocarbon' contamin `tion in the subsurface soilsiand
water of this site. is
Item 1 . Approximately 220 cubic yards of oil and grease-
contaminated soils were removed duiing the excavation. The Uniform
Hazardous Waste Manifests are included as an attachment to this
letter. The soils were transport8d by Baurle Trucking (US EPA ID
# CAD980585780) to GSX 'Services Iof California at Lokern Road,
Buttonwillow, California '<(US EPA If.) # CAI) 980675276 ) . The manifest
for the disposal of 5000' gallons of pit water that was pumped on
July 12 , 1990 is also included in "an attachment to this letter.
The water was disposed of by H & 4 Ship Service and transported to
their disposal facility at 220 Chlina BAsin Street, San Francisco
(US EPA ID # CAD004771166) .
Item 2 . The report was reviewed by a state-registered
professional and page 7 of 7 (TECO 8/14/90 Report) is included in
this letter.
Item 3 The soils were not analyzed for 8240-type compounds
because none were detect i ed in soil samples collected during . the
tank removal . TPHg/BTEX was analyzed for the soil samples
collected for the product lines bvt not for the former wasteioil
tank pit area. Four soil borings are planned to be installed
during the well monior installation phase of this investigation.
l'j
Item 4 As described inpage 3 of 7 on the 8/14/90 TFCC Report,
the excavation of soils continued) until no soil staining or odor
was observed. The soil samples were collected from directly above
$ I
the groundwater level in the saturated zone. Apparently there was
a mix-up on notifying the -PHS/EHD o f the soil excavation activites .
Item 5 The analytical results used to.,determine the extent of Ethe
Oil and Grease contamination in, the soils has been defined.
Analysis of the pit water sample' reveals detectable amountsof
TPHg/BTEX. In order to better .1define any possible TPHg/BTEX
contamination in the soils surrounding the tank pit, 4 soil
borings are recommended". These will be place in positions
immediately around the excavated larea as shown in the attached
