GROUND ZERO ANALYSIS, INC. <br /> 2291 W.March Lane, Suite 127D <br /> Stockton, California 95207 <br /> Telephone: (209) 952-3481 <br /> Facsimile: (209)952-9892 <br /> August 14, 1997 <br /> Mr.Michael Infuma <br /> San Joaquin County PHS/EHD <br /> P.O.Box 0388 <br /> Stockton, CA 95201-0388 <br /> Subject: Site Closure Documents <br /> Fortner Steve's Rentals, 275 Grant Line Road, Tracy, California <br /> County Site Code 2435 <br /> Dear Mr. Infurna: <br /> Pursuant to correspondence from your office dated June 5, 1997, Ground Zero Analysis, Inc. <br /> (Ground Zero) is providing requested site closure documentation for the property located at 275 E. <br /> Grant Line Road, Tracy, California. <br /> Enclosed for your files are the site closure checklist, manifest documenting disposal of a 250-gallon <br /> waste oil tank in December 1989, manifests documenting disposal of 41 cubic yards of soil in June <br /> 1995, shipping receipt and corresponding "milk run" manifest documenting disposal of <br /> groundwater purged from the groundwater monitoring wells. <br /> In addition to the enclosed documents, you had also requested a formal statement from the City of <br /> Tracy concerning the "clarifier/sump" still located inside the building. Mr. Bob Sagaser of the <br /> City of Tracy Utilities Department indicated that no untreated discharge in excess of the <br /> Pretreatment Program Local Limits are permitted. A list of discharge limits is enclosed. Mr. Bill <br /> Robinson of the Tracy Fire Department indicated in a telephone conversation on June 9, 1997 that <br /> there are no specific regulations in the Fire Code pertaining to clarifiers. The Fire Department <br /> would intervene only if the clarifier was a potential methane trap. Mr. Robinson referred the <br /> matter to Mr. J.B. Teig at the Building Department. According to Mr. Teig, the building <br /> department had no specific policy with regard to clarifiers. He indicated that clarifiers are to be <br /> constructed in accordance with the Uniform Plumbing Code. The clarifier is currently not in use. <br /> Based upon conversations with City personnel, it appears that no further action related to the <br /> "clarifier/sump" is required. <br /> A workplan and associated permit application and fee for destruction of site monitoring wells will <br /> be submitted under separate cover. <br />
