PROPOSED CORRECTIVE ACTION RECEIVED
for MAR O 1 1995
2360 East Street at Grant Line Road, TracyNvONMENTAL ALTH
Executive Summary
EPM Technologies of Modesto wishes to move approximately 40
cubic yards of previously excavated soil containing 16 to
150 parts per million Total Oil and Grease from the former
gas station at 275 Grant Line Road, Tracy across the
intersection of Grant Line and East Streets to 2360 East
Street . . .property that is also a former gas station site.
Both properties are owned by the Pestana Family Trust .
The soil was excavated during an environmental investi-
gation performed at the request of the San Joaquin County
Department of Public Health Services . The type and level
of contamination present in the soil has been confirmed by
sampling and laboratory analyses performed according to
established regulatory agency protocol . Moving the soil
will permit it to be treated at a location further from the
apartment buildings located next to 275 Grant Line Road.
The corrective action clean-up that has been proposed will
involve the moving of the contaminated soil across Grant
Line Road to 2360 East Street by truck. The soil will then
be placed atop bermed, 6-mil polyethylene sheeting and
treated using common soil bacteria known to degrade oil .
The treatment process, known as bioremediation, involves
mixing the soil with compost , adding commercial fertilizer,
watering the soil , and keeping it well oxygenated by
drawing air through the soil with a vacuum pump. The soil
will be loosely covered with plastic sheeting. Naturally
occurring soil bacteria will then degrade the contaminants
within the soil to form the non-toxic end products of
carbon dioxide, minerals, and water.
The site will remain fenced and the soil will be kept
sufficiently moist with a sprinkler system constructed of
PVC pipe to prevent dust blowing into the shopping center
located adjacent to the treatment area. The treatment
process is expected to take approximately 30 days .
