The overexcavation has been scheduled to begin on April 17, 1995. <br /> Pursuant to Title 23, Division 3, Chapter 16, Section 2728 of the California Code of Regulations, Public <br /> Notification was performed by this agency on April 11, 1995 by personal contacts with the affected parties, a public <br /> notice was posted in the PHS/EHD office and posting of the site. <br /> Concerns encountered during the public notification process include dust, odor, stockpile location and the physical <br /> danger of the open excavation. <br /> PHS/EHD recommends that the excavation be properly secured to prevent access by unauthorized personnel prior <br /> to backfilling. The stockpile shall be covered at all times to prevent the release of volatile organic compounds to <br /> the atmosphere. The stockpile shall be placed at a minimum of five feet from the property line. Dust control <br /> measures will be implemented during the excavation and as long as there is a stockpile or an open excavation on <br /> site. <br /> Soil which is to be returned to the excavation as clean backfill shall be analyzed at the rate of one discrete sample <br /> for every 25 cubic yards of soil. The soil analysis shall be reviewed by PHS/EHD staff to determine the status of <br /> the soil to be used as backfill.
