December 2, 1997 . <br /> Page 5 <br /> Task 5 - Meeting with GeoStrategies, Inc. <br /> The SVE system is currently undergoing repairs. When the system is operating a meet- <br /> ing may be scheduled between the PHS/EHD and Tosco's remediation consultant, GSI <br /> to discuss operation of the SVE system. <br /> Task 6 - Analysis of Groundwater Samples <br /> The groundwater analytical results for oxygenates using EPA Method 8260, will be <br /> reported in the fourth quarter 1997 quarterly groundwater monitoring report. <br /> Task 7 - Reestablishment of Wells <br /> Tosco will attempt to reestablish the location of Monitoring Wells MW-1, MW-8, and <br /> MW-I I as requested by the PHS/EHD. The City of Stockton apparently covered these <br /> wells with asphalt and/or concrete during road improvements. It is PACIFIC'S under- <br /> standing that Tosco is in discussion with the City of Stockton to determine how the <br /> responsible party can best reestablished wells. It is probable that the method of reestab- <br /> lishment will include the following procedures. The original surveyor will be contacted <br /> to field mark the location of each well. These locations will be confirmed by use of a <br /> metal detector that will respond to the metal vault box covers. The area of each well will <br /> be excavated and the condition of the well assessed. if the well is in good condition, the <br /> casing will be raised and a new vault box installed. Any necessary encroachment permits <br /> will be obtained prior to excavation. PHS/EHD will be notified 24 hours prior to any <br /> exposing of buried wells. PHS/EHD will be notified in writing of any wells that need <br /> abandonment and replacement. New wells, if necessary can be installed as part of <br /> Task 1. The new elevation of top of casing of each well will be established by a licensed <br /> surveyor. <br /> SCHEDULE <br /> Task 5 can be conducted once the SVE system has been restarted. Task 6 has already <br /> been implemented, and results will be reported in the quarterly groundwater monitoring <br /> reports prepared by M?DS Services, Inc. Task 7 has been implemented by Tosco. <br /> Tasks 1 through 4 are proposed to be implemented following receipt of the Fund's case <br /> review. Certain work elements may be modified or rescinded in the event that the Fund <br /> finds that all or portions of the tasks are no longer necessary. As stated previously, the <br /> Fund anticipates providing a response to Tosco by January 23, 1998, <br /> 3111657A STOCK LDOC <br />
