At that time, costs <br /> incurred by any and all state and local agencies were required to be reimbursed by the <br /> responsible parties to the State Water Resources Control Board (SWRCB). During <br /> 1991, legislation was enacted which revised the costs recoverable. This legislation <br /> • became effective December 31, 1990. Under the new law, the responsible parties are <br /> required to reimburse the SWRCB only for site specific costs incurred by the local <br /> agency, plus an additional 50 percent for program management costs. <br /> Attached is a Notice of Reimbursement for charges which were incurred prior to <br /> December 31, 1990.
