Box 2009 <br /> Stockton, California 95201 <br /> Subject: Request for authorization to backfill excavations and <br /> complete construction prior to delineation and <br /> remediation operations at UNOCAL Service Station No. <br /> 6981, 4707 Pacific Avenue, Stockton, California. <br /> Mr. Carls: <br /> UNOCAL Corporation has informed the San Joaquin Local Health <br /> District and the California Regional Water Quality Control Board <br /> that hydrocarbon contamination of soil is present at the site. <br /> To the extent possible, UNOCAL has excavated contaminated soil <br /> using standard excavating equipment. Further excavation is <br /> limited by site structures and the reach of the available <br /> equipment. To return the station to operation as quickly as <br /> possible, UNOCAL requests authorization to backfill the existing <br /> excavations at the site, install product piping, and complete the <br /> planned construction at the site. To operate the service station <br /> during delineation and remediation operations, UNOCAL agrees to <br /> the following terms set forth by Gordon Lee Boggs of the <br /> California Regional Water Quality Control Board, Central Valley <br /> Region <br /> o UNOCAL acknowledges that there is a need to remediate <br /> subsurface hydrocarbon contamination of the subsurface <br /> at the site. <br /> o UNOCAL will install the necessary piping for product <br /> delivery as required by Sate and Local regulations. <br /> o UNOCAL will define the vertical and lateral extent of <br /> soil and ground-water contamination related to the <br /> site. <br /> 0 UNOCAL will install and operate ground-water monitoring <br /> wells and remedial equipment as required. <br />
