CONDITIONS FOR N-3335-1-0 Page: 2
8. Provisions shall be made for laboratory samples to be taken under the supervision of the APCD inspector
during the initial inspection. Initial inspections shall be performed prior to the start-up of both
the thermal oxidizer and the carbon system.
The samples shall be analyzed for TPH and BTEX. Readings shall be taken with an FID, PID, or other
District approved VOC detection device, from the same sampling ports, immediately following the
laboratory samples
10. At the time of the initial inspections, measurements shall be taken to determine the influent and
effluent flow rates.
11 VOC control efficiency compliance shall be demonstrated by results of laboratory samples prior to
commencing system operations
12 The thermal oxidizer shall be equipped with an operational temperature gauge to indicate the
temperature of the combustion chamber. A continuous recording device shall be utilized to record the
combustion chamber temperature during operation.
13. The thermal oxidizer combustion chamber temp-:-a.ture !hnll be vvt at or _bo• e 1 -00 degrees fiahren he:t
at all times An automatic system shall be used to shut the system down if the combustion chamber
temperature drops below 1400 degrees Fahrenheit.
14 The thermal oxidizer and the carbon system shall not be operated simultaneously
15 The VOC emissions from the thermal oxidizer shall not exceed 46 9 pounds per day.
16 The VOC emissions from the carbon system shall not exceed 2 0 pounds per day.
17. Operation of the soil remediation system shall not exceed three years without prior District approval
