1.4 Purpose. The purpose of this Agreement is for the Proponent to conduct a <br /> Removal Action Work Plan or Remedial Action Plan under the oversight of DISC. The <br /> purpose of this Agreement is also for DTSC to obtain reimbursement from the Proponent <br /> for DTSC's oversight costs. <br /> Il. BACKGROUND <br /> 2.1 Ownership, The Site is owned by Pacific Gas and Electric Company. <br /> 2.2 Substances Found at the Site. Most contaminants are associated with the <br /> former MGP and a leaking UST. An investigation was performed in 1989, and both soil <br /> and groundwater samples were taken. Contaminants of concern include PNAs, Pb, As, <br /> TPHg, TPHd, TPHmo and BTEX. <br /> 2.3 Physical Description. Currently, the property is used for a service center for <br /> storing and distributing material and equipment for PG&E gas and electric operations work <br /> crews. The property includes a parking lot, storage area and a garage/office building. The <br /> service center is fenced and completely paved with asphalt <br /> 2.4 Site History. A Manufactured Gas Plant was operated on the property from <br /> 1927 to 1930 by the Tracy Gas Company. The plant produced oil using the Beals process. <br /> Shortly after PG&E purchased the MGP in 1930, the site was shutdown due to the arrival <br /> of natural gas to the area. Over the next five years, gas production equipment was <br /> dismantled and removed from the property. A leaking UST was removed from the property <br /> in 1987, investigated and closed in 1997. <br /> III. AGREEMENT <br /> 3.0 IT IS HEREBY AGREED THAT DTSC will provide review and oversight of the <br /> response activities conducted by the Proponent in accordance with the Scope of Work <br /> contained in Exhibit C. The Proponent shall conduct the activities in the manner specified <br /> Page 2 of 11 <br />
