This Report was prepared to comply with the <br /> Voluntary Cleanup Agreement (VCA) Docket No. HSA-VCA 07/08-072 between PG&E and the <br /> State of California Environmental Protection Agency (Cal/EPA), Department of Toxic <br /> Substances Control (DTSC). <br /> The work at the Site was conducted in accordance with the Final Workplan for the Oversight of <br /> Excavation Operations for the Installation of a Spill Prevention Control and Countermeasure <br /> (SPCC) Containment Structure at the PG&E Tracy Service Center (Formerly the Tracy <br /> Manufactured Gas Plant (MGP) Site, Tracy, California (hereafter referred to as "Workplan) <br /> submitted to DTSC in hard copy format on October 7, 2008. The Workplan was tentatively <br /> approved via email from Ms Tami Trearse (previous DTSC Project Manager) on October 6, <br /> 2008, pending inclusion of revisions based on Ms. Trearse's comments. The revisions were <br /> incorporated in the October 7, 2008 hard copy of the document submitted to DTSC. The final <br /> approval letter for the Workplan was received from DTSC on November 5, 2008. <br /> To improve present-day environmental operations at PG&E's Tracy Service Center, PG&E's <br /> Corporate Real Estate group planned to build an improved containment structure for hazardous <br /> materials storage (SPCC Containment Structure). This Report was prepared to provide <br /> documentation of the October 20 through 28, 2008 removal of MGP-impacted soil in the area <br /> where the SPCC Containment Structure is to be installed at the PG&E Tracy Service Center <br /> (formerly the Tracy MGP Site). As a precautionary measure, PG&E contracted with a <br /> hazardous waste contractor [Phillips Services Corporation (PSC)] to remove, and segregate for <br /> sampling and characterization, potentially impacted soils that could be encountered during <br /> construction of the SPCC Containment Structure.
