The following <br /> describes the details of the scope of excavation operations. <br /> 2.1 Project Stakeholders <br /> The project stakeholders for this work include the following: PG&E and its excavation contractor <br /> (PSC) and construction contractors; DTSC; the City of Tracy and its inhabitants; San Joaquin <br /> County; and Parsons. The stakeholder responsibilities included building and permitting <br /> oversight (City of Tracy and San Joaquin County); environmental regulatory oversight and <br /> guidance (DTSC); oversight of the safe implementation of the excavation and construction <br /> operations for the SPCC Containment Structure (PG&E); and the sampling/characterization of <br /> excavated materials and confirmation sampling (Parsons). <br /> 2.2 Permitting <br /> No permits, specific to the removal of impacted soil, were required. However, a building permit <br /> for the construction of the SPCC Containment Structure was obtained by PG&E and/or its <br /> construction contractor. Additionally, PG&E provided notification to DTSC such that the DTSC <br /> could provide management/oversight of the environmental portion of the SPCC work. <br /> 2.3 Implementation of the SPCC Containment Structure Excavation <br /> The SPCC Containment Structure excavation operations consisted of the following elements: <br /> ■ Asphalt Removal; <br /> ■ Utility Identification; <br /> ■ Excavation and Loading of Impacted Material into Roll-off Bins and/or Direct Loading of <br /> Impacted Materials; <br /> ■ Waste Characterization Sampling; <br /> ■ Transport and Disposal of Impacted Material; <br /> ■ Preliminary Screening Criteria for Comparison with SPCC Confirmation Sample <br /> Analytical Results; and <br /> ■ Confirmation Sampling. <br /> A detailed description of these elements is provided below. The excavation and construction of <br /> the SPCC Containment Structure complied (loading, transport and disposal of impacted soil) or <br /> will comply (construction activities) with the engineering and environmental controls outlined <br /> below as well as the permit requirements. <br /> 2.3.1 Asphalt Removal <br /> Prior to initiating the excavation activities at the Site, the asphalt cap that covers the SPCC <br /> Containment Structure area was removed using a backhoe. The removal of the asphalt cap <br /> was conducted on October 20 and October 21, 2008. To assess and address potentially <br /> impacted asphaltic materials, the condition of cap materials were visually inspected for the <br /> presence of soil and/or contamination. No contaminated soil was observed to be adhered to the <br /> cap material; however, non-impacted soil/aggregate base material was brushed off of the <br /> asphaltic material prior to loading and transport off-Site. Only material visually inspected and <br /> identified as being free of possible soil contaminants was transported off-site as non-hazardous <br /> construction debris.
