Gorsen, Director <br /> Linda S.Adams 700 Heinz Avenue Arnold Schwarzenegger <br /> Secretary for Berkeley, California 94710-2721 Governor <br /> Environmental Protection <br /> February 11, 2009 <br /> Ms. Melitta Rorty, PG, CHG <br /> Senior Project Manager <br /> Environmental Remediation <br /> 3401 Crow Canyon Road <br /> San Ramon, California 94583 <br /> Dear Ms. Rorty: <br /> The Department of Toxic Substances Control (DTSC) has reviewed Pacific Gas and <br /> Electric's (PG&E) Draft Final Summary Report for the Oversight of Excavation <br /> Operations for the Spill Prevention Control and Countermeasures (SPCC) Containment <br /> Structure (Report) at the PG&E Tracy Service Center, formerly the Tracy Manufactured <br /> Gas Plant Site (Site), Tracy, California. DTSC and PG&E have entered into a Voluntary <br /> Cleanup Agreement (VCA), Docket No. HSA-VCA 07/08-072, for oversight and <br /> reimbursement of activity at the Site. DTSC approved the Final Workplan on November <br /> 5, 2008. The excavation activity was conducted between October 20 and October 28, <br /> 2008. The Report was prepared by PARSONS and is dated November 21, 2008. The <br /> completed SPCC Containment Structure was observed by DTSC on December 22, <br /> 2008. <br /> The Report documents the excavation and removal activities, on-site monitoring, and <br /> waste characterization, transport and disposal. Confirmation sampling conducted <br /> during the excavation indicates the presence in the soil of metals at concentrations <br /> either comparable to background levels or well below concentrations associated with an <br /> unacceptable hazard index. All other confirmation samples were below screening levels <br /> established for benzo(a)pyrene equivalent maximum concentration, Total Petroleum <br /> Hydrocarbon (TPH)—gasoline, TPH — diesel, and TPH — motor oil. <br /> The Report concludes that there are no exceedances of the DTSC approved preliminary <br /> screening criteria. Based upon its review, DTSC approves the Report and concurs with <br /> the conclusion that No Further Action (NFA) is necessary. <br /> DTSC reserves the right to address any additional environmental or human health <br /> related issues, should any new information concerning the environmental condition of <br /> the SPCC Containment Structure become available in the future that indicates a need to <br /> do so. <br /> 9 Printed on Recycled Paper <br />
