EXECUTIVE SUMMARY <br /> This Remedial Investigation (RI) Report, hereinafter referred to as the "Report," was prepared by <br /> Parsons on behalf of Pacific Gas and Electric Company (PG&E) to document remedial <br /> investigation activities conducted at the Former Tracy Manufactured Gas Plant (MGP) site <br /> located at 502 East Grant Line Road in Tracy, California(Site). Site investigation activities were <br /> conducted in July/August 2008 and April 2009 in accordance with the Remedial Investigation <br /> Workplan, dated April 21, 2008 (Parsons, 2008) and the Final Technical Memorandum - <br /> Supplemental Site Investigation for the Delineation of Data Gaps Identified During the Remedial <br /> Investigation dated March 6, 2009 (Parsons, 2009). <br /> This Report is being submitted by PG&E to the State of California Environmental Protection <br /> Agency (Cal/EPA), Department of Toxic Substances Control (DTSC) to comply in part with the <br /> Voluntary Cleanup Agreement (VCA), Docket No. HSA-VCA 07/08-072, issued by the DTSC <br /> to PG&E on October 12, 2007 (DTSC, 2007). The DTSC is authorized to review, evaluate, and <br /> approve documents such as this Report under the California Health and Safety Code (CH&SC), <br /> Chapter 6.8 Section 25187, which was developed to carry out a removal action in an effective <br /> manner that is protective of the public health and environment. <br /> Site Description <br /> The Site is located at 502 E. Grant Line Road, in Tracy, California (Figures 1 and 2). The Site <br /> occupies approximately 5.22 acres of property and is bound to the north by the existing PG&E <br /> substation which supplies electricity to a majority of the Tracy area; to the south by Hines Field, <br /> a vacant lot; to the east by a recently constructed industrial park; and to the west by railroad <br /> tracks owned by Southern Pacific. There are also residential properties located southwest of the <br /> Site just beyond the Southern Pacific Railroad right-of-way. <br /> The Site is currently owned by PG&E and is used as a Service Center. A review of historical <br /> records indicates that from 1927 until 1930, an oil-gas plant was operated at the Site. Based on <br /> the description of the Site in the Preliminary Assessment (PA) (PG&E, 1986), the plant <br /> equipment was retired in July 1930, when natural gas was made available in the Tracy area, and <br /> between 1930 and 1932 that plant was decommissioned. Equipment, including boilers and <br /> purifiers were dismantled and sent to other operational PG&E facilities. In 1934, the MGP was <br /> abandoned and according to records, the remainder of the plant was removed shortly thereafter. <br /> As a note, there are no available Sanborn Fire Insurance Maps that depict the former MGP or the <br /> surrounding area. As such, the information in the PA, which is based on newspaper reports and <br /> internal PG&E correspondence, cannot be corroborated using Sanborn Maps. <br /> Since 1930, the Site has been owned and operated entirely by PG&E. Prior to 1958, portions of <br /> the property currently owned by PG&E (Parcels A, B, and C) were owned by others including <br /> the Tracy Gas Company (Parcel A from 1927-1930), the Sierra & San Francisco Power <br /> Company (Parcel B from 1929 to 1936) and Berverdor Incorporated (Parcel C prior to 1958). <br /> Section 2.3 provides a detailed description of the ownership of the Site. Figures 3 and 5 provide <br /> the assessor's parcel map for the Site and the Title Map indicating the locations of Parcels A, B <br /> and C. The former MGP was confined to Parcel A as the adjacent parcels were not owned by the <br /> Tracy Gas Company during the period when MGP operations were occurring at the Site. <br /> PARSONS I FINAL RI REPORT-FORMER TRACY MGP <br /> APRIL 2010 <br />
