SHARP Management Manual <br /> * ' Former Tracy MGP Project Safety Plan(PSP) <br /> SECTION 5 - PRE-FIELD WORK PHASE <br /> 5.1 RISK ANALYSIS AND SAFETY SPECIFICATION DEVELOPMENT <br /> Procurement procedures require that a site-specific risk analysis be conducted before issuance of <br /> investigation and remediation RFPs. Using the pre-bid risk analysis checklist (attached), the <br /> Project Manager leads this analysis, which documents existing exposures that may impact the <br /> work, surrounding facilities, equipment, workers, or the public at large. The analysis includes <br /> locating, documenting, and photographing items such as: <br /> oo Overhead and underground power lines <br /> oo Sewer and water utilities <br /> oo Existing building interferences <br /> oo Crane access ways <br /> oo Traffic <br /> oo Security <br /> oo Fences <br /> oo Existing geographical and environmental conditions <br /> oo Investigation Derived Waste (IDW) Disposal <br /> oo Confined spaces <br /> Upon completion of the site risk analysis, high-risk activities are listed in the RFPs (as <br /> applicable), and bidders must describe controls and mitigation strategies in their proposals. The <br /> RFP notes that the list is representative and that the selected contractor must identify and control <br /> all work-related hazards. <br /> Pre-field work activities include a detailed analysis of the scope of work and safety specifications <br /> in the prime contract, Parsons' project schedule and PSP, draft RFPs, and proposed subcontractor <br /> agreements. The Project's standard safety specifications are given below. <br /> oo Pre-Field Work Safety Meeting <br /> oo Project Technical and General Conditions Specification Review <br /> oo Site Specific Risk Review Checklist <br /> 5.2 DESIGN AND REMEDIAL INVESTIGATION REVIEW <br /> Periodic remedial investigation reviews are held in accordance with the project management <br /> plan. The Project Safety Manager participates in the review to ensure that safety issues are <br /> adequately addressed. During the remedial investigation review, the discussion focuses on how <br /> work is sequenced, interferences with continuing operations, and safe work approaches.
