CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. <br /> FOR <br /> S. M. S. BRINERS, INC. <br /> SAN JOAQUIN COUNTY <br /> Existing monitoring wells show that the past discharge from one or both of the <br /> S. M. S. Briners surface impoundments has degraded ground water quality. This <br /> is a Corrective Action monitoring program, the purpose of which is to determine <br /> whether measures taken by S. M. S. Briners (hereafter discharger) are sufficient <br /> to clean up the effects of past waste discharges to ground water and to determine <br /> if the continued discharge of waste to land is in compliance with the California <br /> Code of Regulations, Title 23, Division 3, Chapter 15 (Chapter 15) . <br /> REPORTING <br /> In reporting the monitoring data required by this program, the Discharger shall <br /> arrange the data in tabular form so that the date, the constituents, the <br /> concentrations, and the units are readily discernible. The data shall be <br /> summarized in such a manner so as to illustrate clearly the compliance with waste <br /> discharge requirements or the lack thereof. A short discussion of the monitoring <br /> results, including notations of any water quality violations, shall precede the <br /> tabular summaries. S. M. S. Briners is encouraged to submit a copy of its <br /> monitoring data in a computer compatible format with the intent that storage of <br /> paper monitoring reports at the Regional Board and S. M. S. Briners offices may <br /> be reduced in the future. <br /> Quarterly monitoring reports shall be submitted to the Board by the 15th day of <br /> the month following the calendar quarter in which the samples were taken. <br /> The results of any monitoring done more frequently than required at the locations <br /> specified herein shall be reported to the Board. <br /> A semi-annual report shall be submitted to the Board which contains both tabular <br /> and graphical summaries of the monitoring data obtained during the previous six <br /> months. The report shall include a discussion of the progress toward <br /> reestablishment of compliance with waste discharge requirements and water quality <br /> protection standard. <br /> WASTE DISCHARGE MONITORING <br /> The Discharger shall monitor all wastes discharged to the Surface Impoundments <br /> prior to closure and report to the Board as follows: <br /> Report in Frequency of <br /> Parameter Units of Reporting <br /> Quantity discharged gallons Quarterly <br /> Capacity of surface impoundment <br /> remaining percent Quarterly <br />
