Mr. Howard Hold
August 27,2004
Page 6
impacts, particularly in the shallow zone. The report will discuss the adequacy of MWSA as a
suitable background well. The report will also, as needed, include a reevaluation of the WQPS
pending ground-water quality results for MWSA and the assessment of those data relative to
those collected historically at MW2.The report will also describe the wells that will be included
in the corrective action monitoring network and program.
In a later transmittal (e.g., following submittal of the Evaluation Monitoring Program report),
there may also be additional recommendations for the corrective monitoring network. These
recommendations would be made in consideration of the Closure Plan that is due January 31,
2005 and the analyses performed to assess the location and planned operation of one or more
extraction wells that would be constructed to remove and beneficially use, shallow ground water
affected by the ponds and also control the migration of saline shallow ground water.
Schedule
In order to comply with the October 29, 2004 deadline for submittal of the evaluation monitoring
report, SMS Briners is trying to expedite construction of the new monitoring facilities. The
drilling contractor is on hold as the RWQCB considers this work plan and either provides further
comments or provides an indication to the County that the above-described work can proceed.
The drilling contractor is unable to obtain well permits from the San Joaquin County
Environmental Health Department until the plan is acceptable to the RWQCB.
The drilling contractor plans to proceed as early as next week, pending the required approvals
and obtaining the necessary County drilling permits. We appreciate the RWQCB's consideration
of the tight schedule needed for Kruger/SMS Briners to comply with the RWQCB's
requirements.
Sincerely,
Vicki Kretsinger
Principal Hydrologist
Lawrence H. Ernst
Senior Hydrogeologist, R.G., C.E.G., C.H.G.
When
Enclosures
Cc: Robert Chelli,SMS Briners
Erik Kruger,Kruger Foods,Inc.
