(- _ t+ . �_:. •o . . -n ._.,.. <br /> August 16,2004 <br /> Project No. 00-7-033 <br /> Mr. Howard Hold <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive,#200 <br /> Rancho Cordova,CA 95670-6114 <br /> SUBJECT: DETECTION/EVALUATION MONITORING NETWORK <br /> IMPROVEMENTS <br /> KRUGER FOODS,INC. -SMS BRINE RS,STOCKTON, CA <br /> Dear Mr. Hold: <br /> The tentative revised Waste Discharge Requirements for Closure, Post Closure and <br /> Corrective fiction of Surface Impoundments at Kruger Foods, Inc. —S&IS Briners Vegetable <br /> Brining Facility, San Joaquin County(tentative order)dated July 15,2004 identifies <br /> shortcomings in the current ground-coater detection and evaluation monitoring network. <br /> Particularly,the Regional Water Quality Control Board (RWQCB) has specified that <br /> additional ground-water characterization occur to assess the zone affected by the release. <br /> LSCE has prepared the following work plan that describes the proposed ground-water <br /> monitoring facilities to refine the understanding of the extent of ground-water quality impacts <br /> in the vicinity of the ponds. Originally, five monitoring wells at four locations were planned <br /> to accomplish these objectives. However,significant modifications have been necessary to <br /> the initially planned monitoring well locations. These modifications, as further described <br /> below, were necessary because the property owner(the owner of the property south of <br /> Littlejohns Creek and adjacent to the western border of SMS Briners, Arnold Sousa, has <br /> indicated firm opposition when an inquiry was made to him concerning well installation on <br /> his property). <br /> Proposed Monitoring Well Locations <br /> Based on the historical record for ground-water Flow directions and the estimated extent of <br /> ground-water quality impacts in the shallow and deep zones (LSCS, 2003), the initially <br /> proposed locations for the new facilities were as follows: <br /> • Shallow Completion: approximately 600 feet west-southwest of the southwest corner <br /> of the south pond, <br /> • Shallow Completion: approximately 750 feet east of the northeastern corner of the <br /> north pond,just west of the access road to the facility, <br /> • Deep and Shallow Completions: approximately 750 feet northwest of the <br /> northwestern corner of the north pond, <br /> 500 F:r�t st'oet Wnnt3'snt}, CA 9Se,435.ACrPF3 • 53n.Rnl F39fW4 • t <br />
