MONITORING AND REPORTING PROGRAM NO. 95-801 <br /> CHEVRON PIPELINE COMPANY -2- <br /> DIVIDEND PROPERTY <br /> SAN JOAQUIN COUNTY <br /> REPORTING <br /> Quarterly reports shall be submitted to the Board by the 30th day of the month following the end <br /> of each calendar quarter until such time that the Executive Officer determines that the reports are <br /> no longer necessary. These reports shall include a ground water contour map, the status of any <br /> ongoing ilvestigation or remediation, and the following in tabular form: water quality analytical <br /> data, depth to ground water, and free product thicknesses. Chromatographs shall also be submitted <br /> for each sample in which hydrocarbons are detected. <br /> Prior to startup of a ground water treatment system, the Discharger shall supply Board staff with a <br /> ground writer monitoring program that will demonstrate the effectiveness of the ground water <br /> treatment system. <br /> An annua, report evaluating the effectiveness and progress of investigation and remediation shall be <br /> submitted to the Board by 30 January of each year and may be substituted for the fourth quarterly <br /> monitoring report. The report shall contain at a minimum the following information: both tabular <br /> and graphical summaries of the monitoring data obtained during the previous year; ground water <br /> contour maps and contaminant concentration maps; trends in the concentrations of the pollutants in <br /> ground water monitoring wells; whether the contaminant plume is being captured by an extraction <br /> system or is continuing to spread; plans as needed for improving the ground water extraction or <br /> treatment system; and the anticipated date for completion of cleanup activities. The annual report <br /> also shall include the reasons for and durations of all interruptions in the operation of treatment <br /> systems. <br /> Based on the data from the previous year, the Discharger shall, in the annual report, identify data <br /> gaps and potential deficiencies/redundancies in the monitoring system or reporting program and <br /> propose any necessary revised ground water sampling plan frequency and analyses with the rationale <br /> for the proposed revisions. <br /> The result3 of any monitoring done more frequently than required at the locations specified in the <br /> Monitoring and Reporting Program shall be reported to the Board. <br /> The Discharger shall implement the above monitoring program as of the date of this Order. <br /> WILLIAM H.
