We believe that the attached response letter addresses the issues of concern adequately, <br /> and is therefore presented to the Regional Water Quality Control Board in lieu of a formal work <br /> plan. <br /> CPL and TTTI agree to re-sample the stockpiled and drummed soils. The soil samples will be <br /> analyzed for polynuclear aromatics (PNAs) using EPA Method 8310. This is based on the need <br /> for obtaining analytical data that is consistent with the proposed screening health risk assessment <br /> (SHRA), aiihough the data will not be used as part of the SHRA. As described in the attached <br /> letter, soil samples will not be obtained from the open trench bottoms. <br /> The cost recovery contract between CPL and the DTSC was executed by CPL on 4 November <br /> 1994. Therefore, CPL anticipates the field work required for the SHRA to commence shortly. <br /> In order to facilitate the field activities associated with the SHRA, CPL would like to resolve the <br /> issue of the stockpiled soils as soon as possible. <br /> As discussed in our meeting at your office held on 23 September 1994, the RWQCB will issue a <br /> monitoring and reporting program (MRP) to CPL. CPL will initiate the second round of <br /> groundwater monitoring, as described in Geomatrix's "Groundwater Monitoring Plan" dated 21 <br /> June 1994, upon receipt of the N-IRP. The second round of groundwater monitoring must be <br /> performed in either November or December of 1994 to maintain a quarterlyschedule. <br /> NOV 10 1994 <br /> ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES <br />
