Mr. Don O. Culbertson -2- 18 October 1,994
i
Page 8 of-the work plan then states, "Soil samples will be collected for chemical analysis at a depth
Of seven feet at each location, because previous data indicate that maximum concentrations of TPH
were detected at an approximate depth of seven feet." However, to determine the potential effect on
water quality, the entire vertical extent of soil contamination needs to be defined, not just at seven
feet.
Water Quality Evaluation
Apart from the SHRA, a water quality model should be developed, using existing data, to identify
the potential for hydrocarbons in the soil to migrate into the ground water if the soil is left in place.
t e entire site database should be used in this evaluation, including all available data from test pits,
trenches, soil borings, momtonrg wells, ktockpiles anci drums:-• i ce-r ode shvuid-consIcr relevant
factors such as constituent concentration levels, precipitation leaching, soil permeability, depth to
ground water, seasonal ground water elevation changes, and constituent migration by leaching,
gravity flow, and diffusion.
We have received the summary of all soil and ground water data collected at the site, prepared by
Geomatrix Consultants. We will review that submittal and send you a draft monitoring and
reporting program for your review.
By 14 November 1994, please respond to these comments and submit a sampling plan for the
stockpiled soils and trenches. If you have any questions, you may call me at (916) 255-3141.
D.
