Our comments on the remediation:plan are contained in the attached memo. The
plan is inadequate and must be revised.
Soils and ground water at the site contain petroleum hydrocarbons. We approved remedial actions
proposed for the north parcel in.a letter dated 5 November 1991. This plan proposed removal and
onsite treatment of contaminated soil. The current plan does not propose remediation of soil or
ground water but only to prevent migration of floating hydrocarbons onto the Dividend Property.
Since the ground water has been degraded, the soil and ground water need to be cleaned up.
Therefore, by 14 April 1994, please submit a revised remediation plan to clean up soil and ground
water at the site.
If you have any questions please call me at (916) 255-3075.
►V.
r
_ r )
WENDY1.
