DiBiasio,Ph.D. a4-P-- <br /> Staff Toxicologist <br /> Human and Ecological Risk Section <br /> Office of Scientific Affairs <br /> DATE: November 3, 1995 <br /> SUBJECT: DIVIDEND PROPERTY <br /> SCREENING HEALTH RISK ASSESSMENT <br /> PCA Code: 12185 Site Code: 900016 WP: 00 <br /> Background <br /> The Office of Scientific Affairs(OSA) of the Department of Toxic Substances Control <br /> (DTSC), at the request of the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB), established a contractual agreement with the Chevron Pipe Line Co. to provide <br /> human health risk assessment oversight for the Dividend Property. The Dividend Property is <br /> located west of the City of Tracy, adjacent to the Southern Pacific right-of-way. It is divided into <br /> north and south parcels by Interstate 205. A retail establishment currently occupies a portion of <br /> the north parcel. Future commercial and/or residential development is planned- The crude oil <br /> pipeline systems that were in operation for about 50 years and were reportedly removed in the <br /> early,1950's; are the apparent source of site contamination. Previous investigations have found <br /> petroleum hydrocarbons in shallow soils(5 to 16 ft) and free product floating on shallow <br /> groundwater. The depth to groundwater is approximately 7 ft below ground surface(bgs). <br /> The July 13, 1994 workplan for the screening health risk assessment was reviewed by <br /> OSA and found acceptable as per our December 9, 1995 memo. The May 24, 1995 screening <br /> health risk assessment was reviewed by OSA and comments were provided in our July 19, 1995 <br /> memo. August 30, 1995 memo contained comments on our review of Chevron Pipe Line Co.'s <br /> August 23, 1995 responses to our comments. <br /> .41F <br /> Printed on Recycled Paper <br />
