The subject report was prepared by Geomatrix Consultants Inc. <br /> (Geomatrix) on behalf of Chevron Pipe Line Company (CPL) and Texaco Trading and <br /> Transportation Inc. ( 'I TI). The report was prepared in accordance with the Regional Water <br /> Quality Control Board (RWQCB)Monitoring and Reporting Plan (MRP)No. 95-801,dated <br /> 5 January 1995. In addition to the groundwater monitoring results,the report describes well <br /> abandonment and replacement procedures,as proposed in Geomatrix's work plan dated 13 <br /> January 1995 (approved by the RWQCB in a letter dated 24 January 1995). This report represents <br /> the second quarterly sampling event of a minimum of four quarterly sampling events. The third <br /> quarterly report will be submitted by CPLj=1 by 28 July 1995. <br /> In addition to fulfilling the requirements of MRP No. 95-801, Geomatrix conducted a field study <br /> in which duplicate groundwater samples from monitoring wells MW-13 and MW-23 were <br /> analyzed to evaluate the presence of non-dissolved petroleum hydrocarbons and/or biogenic mass <br /> in groundwater samples. A discussion of the sampling procedures, and the rationale of such <br /> procedures, is presented in Geomatrix's technical memorandum (TPH Detections in Groundwater <br /> Samples:What Do They Mean?),dated 8 March 1995. The technical memorandum was submitted <br /> to your offices by CPL on 5 April 1995. <br /> Based on the results of the additional sampling and analyses, CPL concludes that the reported <br /> levels of total petroleum hydrocarbons(as analyzed by EPA Method 418.1) and total extractable <br /> petroleum hydrocarbons (as analyzed by EPA Method 8015M) are not a result of dissolved-phase <br /> petroleum hydrocarbons and that petroleum-affected soils at the site are not a continuing source of <br /> these constituents to groundwater. <br /> Upon your review of this report, CPL would like to schedule a meeting with you and Mr. Moody <br /> to discuss the results of the groundwater monitoring program/field study and its impact on our <br /> interpretation of groundwater quality at the Dividend property. <br />
