In poor condition, LBPs can create a potential health hazard for building occupants,
especially children. The majority of the existing structures present within the Project site were built prior
to 1978.. Therefore, the potential for LBPs to be found within the boundaries of the Project site is
considered likely.
Agricultural Uses
The Project site is currently utilized for agricultural purposes. According to the EH ACA,no evidence to
suggest the presence of an environmental condition at the Project site as a result of.current agricultural
g observed onsitc.
ui ment was
practices was apparent. Also, no storage areas or other agricultural equipment
Based on the EHMCA,no hazardous materials contamination has likely resulted at the'Project site due to
current agricultural operations.
Historical Onsite Uses
According to the EHMCA, the Project site has been historically utilized for agricultural purposes (since
prior to 1957 until the present day). Therefore, a combination of several commonly-used pesticides (i.e.,
jell
DDD, DDT and DDE), which are now banned, may have been used throughout the Project site. The .
historical use of agricultural pesticides may have resulted in pesticide residues of certain persistence in
soil at concentrations that are considered to be hazardous based on established federal regulatory levels.
The primary concern with historical.pesticide residues is human health risk from inadvertent ingestion of
residuals in
moderately elevated pesticide resid
res
ence of P
1 b
children. The OVP is along
Associated Oil-Company(TAOC)pipelines trended along West Byron-Road. ,
side of the West Byron Road easement and the .foriner TAOC pipeline is along the east side of West
Byron Road along the Union Pacific Railroad (UPRR) line right-of-way (also trending in the vicinity of
i
the southern boundary of the Project, site).
The OVP was installed between 1902 and 1904 as a "hot line" (i.e_, the oil was Heated to facilitate
team
transmission) and carried San Joaquin Valley, crude oil north from the Kern River Oil Fields (in and near
Bakersfield) to Standard Oil Company's Richmond Refinery. The pipeline and associated pump stations >M
operated from 1903 until the early to mid-1930s:- Pump station equipment and the pipeline were removed
south of Tracy and used for other pipeline construction projects in California, including a second parallel
line along the OVP right-of-way. -The pipelines from Tracy to Richmond'were used during the early
E 1940s to primarily transmit Bunker C fuel oil from the refinery to railroad hubs in Tracy. The pipelines
northwest of Tracy may have also been used to transport crude oil to various markets within the Bay Area
until :the late 1960s. The pipelines northwest of Tracy were reportedly abandoned in 1970. Where the :.
pipelines were not abandoned in place, they were removed and their trenches were likely backfilled with
the excavated native soil.
i The TAOC pipeline system was constructed in 1907, and like the OVP,transmitted heated crude oil from
i
Bakersfield to the Bay Area.. The TAOC pipeline was abandoned in the 1970s. in addition, two active
Draft •June 2011
Hazards and Hazardous Materials
4.10-2
