' I <br /> Filios/Dobler Annexation and Development Project <br /> TRACY Environmental Impact Report <br /> The nearest school to the Project site is the Art Freller Elementary School (located at 2421 West Lowell <br /> Avenue, Tracy, approximately 0.75,mile cast). Also, there are no proposed school sites located within <br /> 0.25-mile of the Project site. Thus, as no existing or proposed schools are located within 0.25-mile of the <br /> Project site,no impacts would occur in this regard. <br /> f • For a project located within an airport land use plan or,where such a plan has not been adopted, <br /> within two miles of a public airport or public use airport,would the project result in a safety <br /> hazard for people residing or working in the project area <br /> For a project within the vicinity of a private airstrip,would the project result in a safety hazard.for <br /> • people residing or working in the project area <br /> The nearest airport to the Project site is the Tracy Municipal Airport, located approximately 4.25 'Miles <br /> southeast. The Project site is not located within an airport land use plan area <br /> ., .. rp p or within two miles of an <br /> airport or private airstrip. Furthermore, the construction and operation of the proposed Project would not <br /> result in airport-related safety hazards for people residing or working-in the area. Incidents that result in an accidental release.of a hazardous substance into the <br /> environment can cause contamination of soil, surface water and groundwater, in addition to any toxic <br /> fumes that might be generated. Human exposure of contaminated soil or water can have potential health <br /> ' effects based on a variety'of factors, such as the nature of the contaminant and the degree of exposure. <br /> Site disturbance/construction activities associated with development of the Project site could release <br /> hazardous materials into the environment through reasonably foreseeable upset_ and accident conditions. <br /> i Also, hazardous materials releases could occur during,Project operations that could expose'persons to <br /> hazardous materials. <br /> Structural Demolition <br /> The Project site consists of three residential structures, four shed structures (including a garage structure), <br /> and two barn structures. All of the,-,existing onsite structures would need to be demolished prior to <br /> construction of new buildings. Demolition of structures could expose construction personnel and the <br /> j public to hazardous materials such as asbestos-containing materials (ACMs) or lead-based paints (LBPs). <br /> Given the age of the buildings within the Project site (the majority of which were constructed before <br /> 1978), it is likely that these buildings could contain LBPs, ACMs and/or other contaminants- As a result, <br /> construction workers c and the public could be exposed. Federal .and state regulations govern the I <br /> z renovation and demolition of structures where ACMs and LBPs are present.
