Ms. Trista Schulze
Stantec Consulting, Inc
April 23, 2002.
Page 2
Based on our experience, residual weather crude oil associated with ChevronTexaco's historic
pipeline operations can be observed visually; however analytical laboratory testing is necessary to
confirm that the likely source of the affected material is the historic pipelines. Based on analytical
results and human health risk assessments performed at the aforementioned historic
pipeline release
sites governing a
g g g en
Cres(San Joaquin County Public Health Services, Environmental Health
I' Division or the California Regional Water Quality Control Board, Central Valley Region) have
"- or7curred`with ChevronTexaco's findings that the presence of the residual weathered-crude'bil—
material does not pose an unacceptable risk to human health.
In the event that petroleum-affected soil is encountered in the vicinity of the historic pipeline right-of-
way during site construction activities,.ChevronTexaco requests to be contacted and to be provided
with a reasonable opportunity to collect samples of the affected soil to perform its own evaluation of
the nature of the material. If the City of Tracy and ChevronTexaco agree that the identified material
is associated with ChevronTexaco's historic pipeline operations and no other potential responsible
parties are in question, ChevronTexaco will coordinate with the City of Tracy and its contractors to
minimize potential construction delays associated with encountering affected soil during construction
activities.
ChevronTexaco requests to be provided with a copy of"issued for construction"construction
drawings and to be notified a minimum of one week prior to the start of WCO construction activities
in the vicinity of the historic pipeline right-of-way. Please note that Chevron Pipe Line Company
(CPL) has separately requested to review copies of all "in-progress"construction drawings. CPL will
provide separate correspondence with regard to coordination pertaining to activities associated with
the active products pipeline that parallels Grant Line Road. t
Thank you for your consideration.
