%401* 11-W <br /> 2.0 REMOVAL ACTIVITIES <br /> Kleenco performed the UST removal activities in accordance with rules and regulations set forth <br /> by the County of San Joaquin Health Services Agency, Department of Environmental Health <br /> (DEH). The California Board of Equalization Fuel Tax Division tank registration number is TK <br /> HQ 44-037860. The UST Closure Plan form was completed and submitted to the DEH prior to <br /> closure activities. Field activities associated with the UST removal were initiated on August 17, <br /> 1998. Permits required for tank closure are provided in Appendix B. <br /> Prior to commencement of the removal process, the bulk of used oil was removed from the tank <br /> by Asbury Environmental located in San Diego, California. The overburden above the tank was <br /> removed both manually and with a backhoe to expose the tank. The overlying concrete was <br /> approximately 12 inches thick and was broken up and taken to a local recycling facility. Prior to <br /> removal, an inert atmosphere was created in the tank by introduction of dry ice (CO2) at a rate of <br /> 1.5 pounds per 100 gallons of tank capacity. The atmosphere inside the tank was checked with <br /> a combustible gas indicator (CGI) to measure the lower explosive limit (LEL) inside the tank. <br /> The tank registered zero percent LEL and 10.8 percent oxygen. Permission from Mr. Steve <br /> Sasson, County of San Joaquin DEH, was given to remove the UST. The 1,000 gallon capacity <br /> used oil UST and associated piping were removed from the excavation and inspected for evidence <br /> of cracks, breaches, or other failures. No evidence of a breach was observed in the UST or <br /> associated piping. Labeling on the tank ends revealed: double-walled tank, 1000 gallons, UL <br /> #38935, net 2560 lbs weight, and dry 950 lbs weight. The tank was transported intact by <br /> Dexanna LTD of Concord, California to Erickson, Inc. of Richmond, California as a non-RCRA <br /> hazardous waste (waste manifest#96633417) for destruction. The tank was cleaned, triple rinsed, <br /> and scrapped as non-hazardous waste, and the sludge was drummed and disposed properly by <br /> Dexanna LTD. Destruction and disposal documentation are included in Appendix C. <br /> The dimensions of the UST excavation at the time of backfilling were 15 feet by 15 feet by 8 feet <br /> in depth. Excavated backfill and native soils surrounding the excavation displayed no evidence <br /> of contamination. A 12 inch concrete pad was located at the base of the excavation at a depth of <br /> 9 feet below grade. A concrete coring machine was used to core through the concrete pad for soil <br /> WAL-MART 42025 <br /> 98I82304.236 2-1 TRACY,CALIFORNIA <br />
