Box 6012 <br /> San Ramon, California 94583 <br /> ' Subject: Remedial Action Plan <br /> Former Tracy Pump Station <br /> iTracy, San Joaquin County, California <br /> iDear Mr. Oliphant: <br /> SAIC Energy, Environment&Infrastructure, LLC (SAIC)prepared this remedial action <br /> Plan (RAP) for the former Tracy Pump Station site(the Site) in Tracy, California <br /> ' (Figure 1) at the request of Chevron Environmental Management Company (CEMC). <br /> The purpose of the remedial action is to remove soil with high concentrations of <br /> polynuclear aromatic hydrocarbons (PAH) from the area of a former blow-off pond at <br /> ithe Site. The soil containing high PAHs represents an elevated hazard and risk at the <br /> levels and aid in obtaining No Further Action(NFA) status with the Central ValleSite. Removal of this soil will reduce human health hazards and risks to acceptable <br /> ' Regional Water Quality Control Board(RWQCB). y <br /> This RAP presents the objectives,rationale, methods, and activities for the <br /> implementation of the planned remedial action. <br /> iLOCATION AND BACKGROUND <br /> The Site is located on a triangular-shaped parcel bounded by Byron Road to the north- <br /> northeast and Grant Line Road to the south (Figure 1). The Site is approximately <br /> 35 feet above mean sea level and has relatively flat-lying topography. Current property <br /> use is a mix of agricultural and light-industrial business. The Union Pacific Railroad <br />' (UPRR) is located north-northeast of the Site, across and parallel to Byron Road. <br /> The Site was a booster/heater station for the former Old Valley Pipeline (OVP) system. <br />' Aboveground storage tanks (ASTs),pumps, heaters, and boilers were removed from the <br /> Site; however, buildings that housed the mechanical equipment are still on site and in <br /> use.
