Tracy Pump Station <br /> Remedial Action Report January 4,2012 <br /> 3.1 PERMITTING,ACCESS,AND SITE SAFETY <br /> To maintain regulatory and legal compliance,protect the health of all involved persons, and <br /> prevent accidents, SAIC: <br /> • Updated the site access agreement to coincide with the scope of the RAP. <br /> ' • Completed strategic-planning and project-setup activities, including preparing the site- <br /> specific Health and Safety and Journey Management Plans, and presentation of the <br /> project details to the Chevron Excavation Constructability Review Team. <br /> • Conducted a site visit to mark boring Iocations for Underground Service Alert(USA), <br /> notified USA at least 48 hours in advance of boring and excavation activities, and <br /> requested USA members to mark underground facilities in the adjacent public right of <br /> way. <br /> • Subcontracted Cruz Brothers Locators, a private utility locator, to clear all proposed <br /> boring locations and excavation boundaries for any potential overhead and underground <br /> hazards and/or other potential obstacles using magnetic and frequency-detecting <br /> ' equipment. <br /> 3.2 PRE-EXCAVATION INVESTIGATION ACTIVITIES <br /> Prior to commencing the excavation of affected soils,a pre-excavation soil investigation was <br /> conducted by SAIC from May 2 through 26,2011. The purpose of the investigation was <br /> to establish the approximate limits of PAH-affected soil, and to profile the excavated soil for <br /> disposal at a Chevron-approved landfill. <br /> 1 To define the extent of affected soil in the source area, SAIC: <br /> • Supervised PeneCore Drilling(PeneCore), a C57 licensed driller, as they advanced a total <br /> ' of 29 soil borings from which soil samples were collected and evaluated visually for the <br /> presence of residual hydrocarbons. <br /> • Submitted a total of 49 soil samples to Calscience Environmental Laboratories, Inc. <br /> (Calscience) and analyzed for the following constituents of potential concern(COPCs), <br /> using methods contained in United States(U.S_)Environmental Protection Agency(EPA) <br /> ' publication SW-846 (EPA, 2008): <br /> o Benzene, toluene, ethylbenzene, and total xylenes(BTEX)by EPA Method <br /> 8260B; and <br /> ' o Polynuclear aromatic hydrocarbons (PAHs)by EPA Method 8270 using selective <br /> ion monitoring(SIM). <br /> • Evaluated project data(Tables 1 and 2)to determine the extent of PAH affected soil. <br /> Select samples were identified as confirmation samples(Tables 3 and 4), and their <br /> locations were used to identify the excavation boundary. <br /> Additionally, SAIC collected composite soil cuttings and decontarnination water samples and <br /> submitted them to Calscience for waste profiling. The PAH-affected soil and water was <br /> classified as non-hazardous waste. Refer to Appendix C for more information regarding the field <br /> and sampling methods employed during the pre-excavation soil investigation, Appendix D for <br /> sample laboratory analytical reports, and Appendix E for the waste profile analytical reports. <br /> 1 3 <br /> SAIE <br /> 1 <br />
