MV
s Thornton
Kent P$rM will be submitting a revised workplan to the county to
address the Problem Assessment Report for the site with a proposed
UM8 Schedule. Laurie and I in our later converstation questioned the
Validity of a soil/gas survey in shallow ground water zones. Also, there
is a domestic well nearby theat has not been sampled and analyzed for
the constituents of concern. Kent must be apprised of this so he Can
address it in his proposal.
Southland (7-111_10M
5
N::
Diane Hinson received a handwritten proposal from Andrea Karoff and
Steve Osborne of Harding Lawson Associates (HLA) to place soil borings
and monitor wells at the 7--11 site on Grantline Road. Because it is a
ground water contaminated site a proposal was to be submitted to
both the local health district and to the Regional Board for review and
approval. As I explained to Diane, the proposal should be based on the
approved Task 3 of the HLA report of 29 April 1988. Namely that the
i borings and wells are based upon the work done in the soil/gas survey
in Task 2.
r" Unocal. 47.07 _Pacific Ay_g..Stockton
Keith Romstad of Applied Geosystems brought their workplan proposal
for the site for our review and concurrence today The Lab results
from their initial work has been telecopied to Dave Carls of SJLHD on 21
June 1986. My review today shows that the tank cavity has 1900 ppm
in the ISE corner of the excavation at 22 feet; and 1800 ppm in the
center. This was the extent of the backhoe excavator. Seven other
periphery samples showcd levels at 2. 4, 1.6 and five at < 1. 0 ppm.
The report is being prepared for us. Applied Geosystems and Unocal are
aware that the work cannot proceed until the Preliminary Report its
reviewed and approved as complete. Applied Geosystems will modify
their propo*cd workplan to conform to our Regional Board reporting
requirements. Unocal has provided a letter of agreement to develop a
remediation plan for the site. The Preliminary Report and revised
workplan with proposed time schedules are due on 8 July 1988.
If Unocal places their new tanks in the excavation, they are aware
that the operation of the facility will not interfere with the remediation
