WASTE DISCHARGE REQUIREMENTS <br /> GENERAL ORDER FOR DISCHARGE OF -3- <br /> GROUND WATER FROM CLEANUP OF <br /> PETROLEUM FUEL POLLUTION <br /> TO SURFACE WATERS <br /> 10. Additional concentration limits regarding the constituents of concern are <br /> as follows: <br /> Constituent Level Units Consideration <br /> Total Petroleum 100 µg/l Taste and Odor <br /> Hydrocarbons <br /> Total Lead 50 µg/l Primary drinking <br /> water standard (MCL) <br /> Benzene 1 ug/l Primary drinking <br /> water standard (MCL) <br /> 11 . The U.S. Environmental Protection Agency (EPA) and the Board generally <br /> classify this type of discharge as a minor discharge. If an individual <br /> discharge is classified as a major discharge, it will not be covered by <br /> this General Permit. <br /> 12. This Order does not pre-empt or supersede the authority of local agencies <br /> to prohibit, restrict, or control the discharge of ground water cleanup <br /> wastewater subject to their control . <br /> 13. When individual waste discharge requirements are issued to a Discharger <br /> otherwise subject to this Order, the applicability of this Order to the <br /> Discharger is automatically terminated on the effective date of the <br /> individual Order. <br /> 14. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br /> Sacramento River Basin (5A) , Sacramento-San Joaquin Delta Basin (5B), and <br /> the San Joaquin River Basin (5C) . The Board has also adopted a Water <br /> Quality Control Plan for the Tulare Lake Basin (5D) . These Plans contain <br /> water quality objectives for all waters of the Basins. These requirements <br /> implement these Plans. <br /> 15. The designated beneficial uses of ground water within the Central Valley <br /> Region are municipal , industrial , and agricultural supply, except where <br /> lesser beneficial uses are designated in the Water Quality Control Plans. <br /> 16. The designated beneficial uses of surface water downstream of the <br /> discharge are municipal and domestic, industrial , and agricultural supply; <br /> water contact and noncontact recreation; esthetic enjoyment; navigation; <br /> ground water recharge, fresh water replenishment; hydropower generation; <br /> and preservation and enhancement of fish, wildlife and other aquatic <br /> resources, except where other beneficial uses are designated in the Water <br /> Quality Control Plans. <br />
