The facility was constructed over a vacant
site that was probably used for agricultural purposes.
In 1984, the Southland Corporation installed two 4-inch-diameter machine-
slotted PLIC pipes within the backfill of the three underground gasoline tanks.
We understand that these inspection we were installed during the replacement
of a broken concrete slab. This was an attempt to provide the station with
some form of crude, early warning inspection systems. On March 27, 1986,
Lawrence Tank Testing performed precision testing on'all tank systems and
product lines. We understand that the tank test results were inconclusive;
and it was determined that the station should have allin i isolated from
A P g
the tanks so that each component could be tested separately' Because.inventory `
reconciliation records did not indicate a loss of any gasoline, and because the
tanks, weren't taking on watar, the stox; was not given a priority during the
first review of- these testing results. n October 27, '1986; the-tanks' and
Y
associatetl lines ware exposed; isolated, and retested, anal it was:detennined F
rthat ail butane'Of the tanks,:were tight A 10,D0O-gallon steel tank
a
: containing unleaded gasoline was determined to:be leaking at a rate
A ( 1 gallons per hour Burin testin o .rations; 0n October, 3Cl1986 ; the tank was
5 einptied. of all product, and 7-Eleven issued an Underground Storage-Tank
. -
Unauthorixelease #teport on November 1986.
- s
