Facility has several large stains on the ground indicating lack of best management practice, A <br /> hydraulic oil hose was actively leaking at the time of inspection, Oily liquid in the storage trailer. <br /> Pursuant to California Code of Regulation Section 66265.31, a facility shall be maintaned and operated <br /> to minimize the release of hazardous waste to air, soil or surface water which could threaten human <br /> health or the environment. The active leak was stopped during inspection. Immediately, have the <br /> impacted area cleaned by trained personnel and dispose the waste generated according to title 22 <br /> hazardous waste regulations. Provide disposal record to this office by 6/18/10. <br /> # 20 and 27. Facility has 3 secondary containment containers that has liquid in it. Since the secondary <br /> containment containers must be dry at all time and is holding liquid it is used as hazardous waste <br /> storage and facility failed to meet the labeling requirment and the container was not closed. Pursuant to <br /> CCR section 66262.34(f) a HW container must be labeled with at least the following information: the <br /> word "Hazardous Waste", Name and address of generator, accumulation Start date, physical state, <br /> hazardous properties, and content. Also, Pursuant to CCR section 66265.173(a) a HW container must <br /> be closed at all times except when adding or removing HW. Begin practice immediately. Provide <br /> corrective action to this office by 5/18/10. <br /> # 23. A 30 gallon yellow metal drum storing used oil filter had no label or date. Pursuant to CCR <br /> section 66266.130(c), Immediately, dispose the used oil filters according to hazardous waste regulation <br /> since in could not be determined how long it has been storing the filters. Provide disposal records to <br /> this office by 6/18/10. <br /> # 45 and 47. Facility's emergency coordinator retired 2 years age and the contingency plan was not <br /> updated and an emergency coordinator was not appointed. Immediately, appoint an emergency <br /> coordinator and update the contingency plan to reflect the changes.
