7 .0 CONCLUSIONS AND RECOMMENDATIONS <br /> ' Very high hydrocarbon concentrations were detected in both soil and <br /> groundwater samples collected during this assessment Typically, ASE <br /> would recommend that further soil and groundwater assessment be <br /> performed at the site to determine off-site impacts related to the <br /> contamination It is also anticipated that the SJCEHD will require some <br /> ' degree of soil and groundwater remediation at this site <br /> ASE senior project manager David Allen spoke by telephone to Mr Harlin <br /> ' Knoll of the SJCEHD on April 6 1998 After discussing the analytical <br /> results, Mr Knoll and ASE discussed options of future on-site activities, <br /> 1 likely options include further plume definition using a Geoprobe drilling <br /> rig, installation of groundwater monitoring wells on site, and/or removal of <br /> the existing underground storage tanks (USTs) Mr Knoll suggested that <br /> ' removal of the USTs appeared to be the most appropriate next phase due <br /> to the upcoming deadline for tank upgrades Mr Knoll explained that if <br /> the site was to remain in business, new state-of-the-art USTs would need <br /> ' to be installed and could be immediately upon removal of the existing <br /> USTs Mr Knoll agreed with ASE that removal of polluted soil a n d <br /> groundwater within the excavation should be incorporated within the <br /> activities associated with the USTs removal <br /> • ASE recommends that this report be issued to the SJCEHD <br /> followed by a workplan and permit application for UST <br /> closure and installation. If further assessment activities <br /> ' became warranted, they could be performed upon site <br /> restoration. <br /> ' 8 . 0 REPORT LIMITATIONS <br /> ' The results of this assessment represent conditions at the time of the soil <br /> and groundwater sampling, at the specific locations at which the samples <br /> were collected, and for the specific parameters analyzed by the laboratory <br /> ' This report does not fully characterize the site for contamination <br /> resulting <br /> from unknown sources or for parameters not analyzed by the laboratory <br /> All of the laboratory work cited in this report was prepared under the <br /> direction of an independent CAL-EPA certified Iaboratory The <br /> independent laboratory is solely responsible for the contents a n d <br /> 10conclusionsof the chemical analysis data <br /> 1 <br /> 574 West Grant Line Road, Tracy, California - April 1998 <br /> ' -5- <br />
