(Stockton, CA) 1 Citation , Stockton January 28, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 8 HSC 25505(a)(4) Failed to submit a training program or program is not reasonable or adequate for facility. <br /> The training plan did not address familiarity with the facility's emergency response plan, immediate notification <br /> contacts to the appropriate local emergency response personnel and to the unified program agency, procedures for <br /> the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or <br /> the environment, procedures for the mitigation of a release or threatened release to minimize any potential harm or <br /> damage to persons, property, or the environment, and evacuation plans and procedures, including immediate <br /> notice, for the business site. Training programs for all employees and annual training, including refresher courses, <br /> shall include familiarity with the facility's Emergency response plans and procedures in the event of a release or <br /> threatened release of a hazardous material. Training shall cover, but not limited to, all of the following: <br /> (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br /> program agency. <br /> (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment. <br /> (C) Evacuation plans and procedures, including immediate notice, for the business site. <br /> These training programs may take into consideration of each employee. Immediately prepare or update the facility's <br /> training program, log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, <br /> upload the correct or updated information, and submit to the EHD for approval. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 10 HSC 25508.1(a)-(f) Failed to submit revisions to business plan within 30 days of substantial change in operations. <br /> During the inspection, one 55 gallon drum waste oil drum, three 55 gallon drums of hydraulic oil, two One 55 gallon <br /> drum waste oil drum, three 55 gallon drums of hydraulic oil, one 55 gallon drum of D-Spersex, one 55 gallon drum <br /> of spectralink sealer and, one 55 gallon drum of waste acetone were found on site that have not been reported and <br /> the updated information has not been submitted. Within 30 days of one the following events, business shall <br /> electronically update the information submitted to the California Environmental Reporting System (CERS): <br /> -A 100 percent or more increase in the quantity of a previously disclosed material. <br /> -Any handling of a previously undisclosed hazardous materials <br /> -A change of business address, business ownership, or business name. <br /> Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the <br /> correct or updated information, and submit to the EHD for approval. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the completed inspection report. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
