#711-Plan calls for monthly inspections. Please send me a copy of the latest monthly inspection.
#715-Plan calls for monthly inspections of the liquid level sensing devices on page 16. Monthly
inspection form does not include checking those devices.
Here are some other discrepancies that may be violations/issues on the next routine inspection:
-The San Joaquin County Environmental Health Department is called Public Health on pg. 18, 23 &47.
-When I did the inspection there was a 55 gallon drum of fuel contaminated water. If this drum is still
on site it needs to be included in the SPCC plan in all the appropriate sections.
-Plan needs to include a facility diagram that must include locations& contents of each fixed oil storage
container, storage area of portable containers, and piping/transfer areas.
-Plan needs to designate a facility response coordinator
-112.7(b) requires the plan to discuss potential equipment failures with direction, rate of flow, and
total quantity that could be discharged.
-Plan needs to designate a person in charge of discharge prevention
-Plan says testing will occur every 20 years. Is this all the tanks?
-Pg. 26 security discussion doesn't make sense. It says on#6 that only specific personnel have
afterhours access but#10 says it is open 24/7. It also says facility entrance is controlled by lockable
gates. I don't remember any gates when I inspected there.
2
