Dairy Ashford Road Fresno, CA 93711 <br /> Houston, TX 77079 <br /> RESPONSE TO WORK PLAN, HELIOSTOCKTON PROPERTY, 434 MARTIN LUTHER KING <br /> BOULEVARD, STOCKTON, SAN JOAQUIN COUNTY, CASE# 392004 <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) reviewed the <br /> Revised Work Plan for Additional Site Assessment(Work Plan) dated 26 November 2018, <br /> submitted on your behalf by Wayne Perry Inc. (WPI), for the Heliostockton Property <br /> unauthorized petroleum release at 4204 Martin Luther King Boulevard (Site). <br /> In the Work Plan, WPI proposes to install two monitoring wells, one on the southern edge and <br /> one on the western edge of the Site property, to define the extent of petroleum impact to <br /> groundwater. The wells are proposed as follows: <br /> Wells Total Depth Screen Interval Soil Sam lin <br /> Depth Analysis <br /> (ft bgs) (ft bgs) (ft b s <br /> 2 30 15-30 5ft intervals from 5-30 TPHg, full VOCs <br /> TPHg=total petroleum hydrocarbons as gasoline;VOCs=volatile organic compounds:ft=feet,bgs=below <br /> ground surface <br /> Groundwater data at the Site to-date indicates that groundwater flow varies from west to south- <br /> southeast. During the May and August 2018 sampling events, depth to water reported in <br /> existing Site monitoring wells was approximately 21 feet below ground surface (bgs). As such, <br /> the location and depth of the proposed wells appears appropriate. Existing wells at the Site are <br /> screened between 20-35 feet bgs. <br /> As not specified in the Work Plan, in order to allow the annular seal of the wells to properly cure, <br /> please wait a minimum of 48 hours after well installation before well development <br /> Please monitor and sample the newly installed monitoring wells on a quarterly basis for four <br /> quarters, after which time the sampling frequency should be reduced to semi-annual during 1St <br /> and 3rd quarters. Please submit quarterly groundwater monitoring reports (GMRs) within 30 <br /> days of the end of each calendar quarter, and submit semi-annual GMRs within 30 days of the <br /> end of each calendar semi-annual period. <br /> KARL E.
