PARTNER <br /> Englneering and Science,Inc. <br /> September 25, 2017 <br /> San Joaquin County Environmental Health Department(SJCEHD) <br /> 1868 Hazelton Avenue <br /> Stockton, California 95205-6232 <br /> Subject: Work Plan for Additional Phase U Subsurface Investigation <br /> 434 Dr. Martin Luther King Jr. Boulevard <br /> Stockton, California 95206 <br /> Partner Proposal Number P17-191672.4 <br /> Partner Engineering and Science,Inc.(Partner)is pleased to submit this work plan to perform environmental <br /> investigation activities at the above-referenced property. <br /> Project History <br /> Partner completed a Phase I Environmental Site Assessment (Phase I) Report, dated August 11, 2017, <br /> prepared on behalf of Tailwind Commercial. Based on the information reviewed and the site <br /> reconnaissance, the subject property consists of one parcel of land comprising 0.482 acre located on the <br /> southwest corner of the Dr. Martin Luther King Jr.Boulevard and California Street intersection within a mixed <br /> residential and commercial area of San Joaquin County, California. The subject property is currently <br /> developed with one commercial building, which is currently vacant and was most recently occupied by <br /> Payless ShoeSource. In addition to the structure, the subject property is improved with concrete-paved <br /> parking areas and associated landscaping. <br /> According to historical sources,the subject property appears to have been occupied by two generations of <br /> gasoline service stations. The first gasoline service station was identified at the historical subject property <br /> address of 1401 California Street from at least 1935 until at least 1946. The 1940 aerial photograph depicts <br /> a structure within the northeastern corner of the subject property which appears typical of a gasoline service <br /> station. The second generation gasoline service station occupied the subject from at least 1968 until circa <br /> 1983. To date, no information pertinent to the status and operation of an underground storage tank (UST) <br /> system and/or the removal of USTs was identified on file with the State or local regulatory agencies. <br /> Additionally, no documentation was available indicating whether soil samples have been collected and <br /> analyzed for the presence of petroleum hydrocarbons, as this was not a common practice at the time the <br /> gasoline service stations were decommissioned. Based on the absence of documentation related to UST <br /> closure and removal,and the absence of previous subsurface investigations that could confirm the presence <br /> or absence of a release of petroleum hydrocarbons from the former gasoline service station operations on <br /> the subject property, the presence of the former gasoline service station and presumed storage of <br /> petroleum hydrocarbons in USTs was considered a recognized environmental condition (REQ. <br /> On September 7,2017,Partner performed a limited Phase II Subsurface Investigation(Phase II)at the subject <br /> property on behalf of another client to identify the potential location of on-site USTs, former tankholds, <br /> and/or other associated features and to investigate the potential impact of petroleum hydrocarbons and <br /> fuel-related volatile organic compounds (VOCs) to soil and/or groundwater as a consequence of a release <br /> or releases from the historical on-site gasoline service stations.
