PARTNER
Engineering and Science,Inc.
August 22, 2017
M
San Joaquin County Environmental Health Department (SJCEHD) m
1868 Hazelton Avenue m N
Stockton, California 95205-6232 A n w
G r IV
Subject: Work Plan for Phase H Subsurface Investigation
434 Dr. Martin Luther King Jr. Boulevard
Stockton, California 95206
Partner Proposal Number P17-191672.3
Partner Engineering and Science,Inc.(Partner) is pleased to submit this work plan to perform environmental
investigation activities at the above-referenced property.
Project History
Partner is currently preparing a Phase I Environmental Site Assessment(Phase I) Report on behalf of Tailwind
Commercial. Based on the information reviewed and the site reconnaissance, the subject property consists
of one parcel of land comprising 0.482 acre located on the southwest corner of the Dr. Martin Luther King
Jr. Boulevard and California Street intersection within a mixed residential and commercial area of San
Joaquin County,California. The subject property is currently developed with one commercial building, which
is currently vacant and was formerly occupied by Payless ShoeSource. In addition to the structure, the
subject property is also improved with paved parking areas and associated landscaping.
According to historical sources, the subject property appears to have been occupied by two generations of
gasoline service stations. The first gasoline service station was identified at the historical subject property
address of 1401 California Street from at least 1935 until at least 1946. The 1940 aerial photograph depicts
a structure within the northeastern corner of the subject property which appears typical of a gasoline service
station. The second generation gasoline service station occupied the subject from at least 1968 until circa
1983. To date, no information pertinent to the status and operation of an underground storage tank (UST)
system and/or the removal of USTs was identified on file with the State or local regulatory agencies.
Additionally, no documentation was available indicating whether soil samples have been collected and
analyzed for the presence of petroleum hydrocarbons, as this was not a common practice at the time the
gasoline service stations were decommissioned. Based on the absence of documentation related to UST
closure and removal, and the absence of previous subsurface investigations that could confirm the presence
or absence of a release of petroleum hydrocarbons from the former gasoline service station operations on
the subject property, the presence of the former gasoline service station and presumed storage of
petroleum hydrocarbons in USTs is considered a recognized environmental condition (REQ.
Based on available information obtained from the State Water Resources Control Board (SWRCB)
Geotracker website for a Leaking Underground Storage Tank (LUST) site located approximately 0.2 mile
northeast of the subject property (facility identification number T0607700827), groundwater in the vicinity
of the subject property is anticipated to be first encountered at approximately 28 to 30 feet below ground
surface (bgs) with flow direction to the north-northwest. The subsurface is expected to consist
101722 nd Avenue,Suite 107,Oakland,CA 94606 0 Phone 510-323-4499 0 Fax 510-439-2659
