r 7 <br /> Partner Site-Specific Health and Safety Plan <br /> Introduction <br /> Partner Engineering and Science, Inc. (Partner) has been retained by Tailwind Commercial to conduct a Phase II <br /> Subsurface Investigation at the subject property. This Health and Safety Plan (HASP) document identifies the <br /> Health and Safety procedures that are intended to guide the field activities at the site. The details of this plan <br /> apply to employees of Partner and its subcontractors. Regulatory agencies are expected to observe the safety rules <br /> and regulations established by their respective organizations in addition to the requirements of this document. <br /> This plan must be reviewed and acknowledged by all personnel prior to entering the exclusion zone. In general,a <br /> "Tailgate Safety Meeting" is conducted at the initiation of on-site activities and at the beginning of each day <br /> thereafter until the completion of the project. However, the actual briefing may be conducted off-site (e.g., in the <br /> office) if conditions preclude or render impractical its completion on-site. <br /> This HASP will be a living document in that it will be continually updated and/or revised as the site conditions <br /> and knowledge of the operations develop further. The development and preparation of the HASP has been based <br /> on past experiences and site specific information at the time of preparation. If actual site conditions or operations <br /> vary from the data used to prepare this HASP,amendments shall be made to reflect those changes. <br /> This HASP has been developed with consideration to current safety standards, health effects, and standards for <br /> known contaminants and procedures designed to account for potential hazards from known and/or suspected <br /> substances. In preparing this document, Partner has specifically reviewed Occupational Safety & Health <br /> Administration (OSHA) Title 29 Code of Federal Regulations (CFR) 1910 & 1926, California Occupational <br /> Safety & Health Administration (Cal/OSHA) Title 8 California Code of Regulations (CCR) 5192, the National <br /> Institute of Occupational Safety & Health (NIOSH)/OSHA/United States Coast Guard (USCG)/Environmental <br /> Protection Agency(EPA)Occupational Safety and Health Guidance Manual for Hazardous Waste Site Activities, <br /> NIOSH Pocket Guide to Chemical Hazards, and the American Conference of Governmental Industrial Hygienists, <br /> Inc.
