-cEnvironmental Health Department <br /> SAID JOAQUIN <br /> --COUNTY <br /> Complaint Record Daily Time and Activity Summary from 6/21/2013 to <br /> 6/21/2020 for COJGBMFTS located at <br /> 6540 S Austin Road, Stockton, CA <br /> Actives Date Recorded by <br /> 07/31/2016 BNSF Spill: PE 2546 MANZO <br /> 240 min SC 944 <br /> 5:33 pm: received information from general hospital regarding a spill of unknown <br /> liquid at BNSF intermodal facility. 5:36 pm: called Kendra Chandler at <br /> 817-352-2833, who indicated that the spill occurred 18:37 pm central time, <br /> containerAPDU535884 was involved an unknown liquid of uncertain quantity with <br /> fuel like odor leaked from this container. The container had no hazardous <br /> materials listed on its paperwork. The container was removed from the train tracks <br /> and moved to the leaker pit. Kendra reported that no liquid leaked on the ground <br /> just on concrete ties. The ETA for clean up is not know at this time, but she is <br /> working on it and will call me as soon as she knows, but someone will be cleaning <br /> the spill today. <br /> 7:06 pm: didn't receive any call backs, called Kendra, the T&S will be conducting <br /> the clean up and they are due to arrive at 7:30 pm pacific time. The onsite contact <br /> is 209-460-6023. Documented the spill started notice to abate documentation. <br /> 7:40 pm called BNSF at 209-460-6023 and asked if the clean up company onsite <br /> yet. BNSF indicated that they were not sure but will find out and I should call back <br /> in approximately 10 minutes. 7:56 pm: called the facility Javier Tapia is onsite and <br /> will be opening the container. 8:10 pm left to go to the site. 8:40 pm arrived onsite. <br /> Met with Javier Tapia with T&S International Maintenance Inc., he indicated that by <br /> his estimate approximately 0.5 gallons of gasoline spilled when a gas cap came <br /> loose on a gas tank of a vehicle that was being transported inside the container. <br /> Mr.Tapia resealed the gas cap and wiped down the inside of the container a very <br /> small stain was present. Mr. Tapia indicated that he removed the absorbent from <br /> the rail track as well where the spill originated. Upon inspection some absorbent <br /> was still visible on the tracks and Mr. Tapia removed the remaining absorbent and <br /> wiped down the rail car surfaces where gasoline had spilled. Mr. Tapia indicated <br /> that he noticed no odor on the ground where the spill was. Since the spill was <br /> under the rail car and not easily observed due to safety reasons, I relied on Mr. <br /> Tapia obtaining pictures and making spill observations. 2 gallons of waste <br /> absorbent generated during this pill clean up were placed in a walk in metal <br /> storage container which had several 55-gallon containers of waste absorbent. I <br /> provided a notice to abate for the spill requesting to provide disposal <br /> documentation for absorbent disposal and discussed with facility representative <br /> since I couldn't physically see the area and relied on pictures, to notify EHD if upon <br /> inspection additional excavation is necessary. Documented the spill. 10:36 pm <br /> stop. <br /> 08/02/2016 Received an email from John Brainard asking to update the billing information for PE 2546 MANZO <br /> 18 min this complaint, changed billing information to the shipper in this complaint, per his SC 544 <br /> email. Replied to John indicating that it was changed. <br /> 08/04/2016 Printed complaint form, organized complaint file. PE 2546 MANZO <br /> 12 min SC 544 <br /> 08/03/2017 Complaint review, printed inspection pictures, only a few pounds of absorbent was PE 2546 MANZO <br /> 30 min used and the waste was mixed with the onsite waste at the hazardous waste SC 007 <br /> accumulation area, due to the low quantity of the released fuel no Prop 65 was <br /> submitted. Abated the complaint to file PR0539424, made a copy to be filed in the <br /> hazardous waste file. <br /> Pana 1 of 1 <br />
