After reviewing our files and the 22 December 1997 "Work Plan for Underground Storage Tank
Replacement"by Pacific Environmental Group, Inc. for Tosco, Harlin Knoll and I agreed in a 13
January meeting to delay issuance of a"No Further Action Required" letter. The following issues need
to be resolved:
• The original underground storage tanks (USTs) were removed. However, the treatment and
disposal of the residual petroleum product, and the disposal of the tanks and associated
piping needs to be reported.
The amount and final disposal of the stockpiled contaminated soil from the removal of the
original USTs need to be reported.
During the removal of the current tanks and associated piping, Tosco has proposed to
conduct further investigation, if necessary.'Therefore, the results of any investigation and
any remedial action, should be reported and reviewed by both agencies.
If you have any questions, please call me at(916) 255-3128.
PATRICIA A.
